We’ve built such a thing and you can use it for free at eyeout.com. Create a Smart Feed and train it with feedback. So the user gets to decide what the meaning of ‘authority’ is. It publishes over RSS automatically or manually.

I tend to use del.icio.us/popular/whatever for that sort of think. Perhaps not ideal, but it’s a quick, cheap, and easy solution.
