Yup, that sort of thing is definitely an issue. For instance, the research group I work with uses a few Windows-only programs and does some other things that involve high operating-system voodoo to get the programs to work with each other, and we've standardized on Windows machines for our development work because of that.
On the other hand, I know a number of people who have one very important thing that they can only do on one or the other operating system: feel at home. That's important too.

Unless you use Final cut pro, or Logic, or Garageband, or the many other Mac only programs. Lots of people do.
There's a really good (mac only currently) paint program called Studio Artist that leaves Painter for dead. I'd love to see what Hugh could do with that one and a Wacom.

The reality is that if you have Windows, you don't need OSX, and vice versa. I run both, on two different machines, and while I prefer OSX for a list of reasons I'm not even going to get into here, I have never run into anything I need to do on one that I can't do on the other.
The only reason that I can think of for running both OSes simultaneously is for testing online interactive or websites. For whatever reason, Flash8 sucks out loud on Mac for now.
Casual users who run both OSes at the same time will be doing so because they are graphic designers who love computer games, or people who fear change so much they aren't willing to find a new software to do what they need it to do without the pain in the ass of dual-booting.
